Yes, only for authentication.

No, other keys and algorithms are negotiated as part of setting up
the connection. (Even before authentication.)

Enable debugging in libssh2, or run OpenSSH ssh -vvv when logging in,
to get a lot of information about the messages back and forth, as
part of setting up a session.

And of course there's always the RFCs. :)
